1319.05 MAINTENANCE RESPONSIBILITIES.
   No owner, operator, lessee or agent shall occupy or allow to exist any structure or any part thereof, which does not comply with the provisions of this chapter.
   (a)    Responsibility of Property Owner. The Owner shall have the duties and responsibilities as prescribed in this code. No owner shall be relieved from any such duty or responsibility nor be entitled to defend against any charge or violation thereof because the occupant is also responsible therefor and in violation thereof.
   (b)    Responsibility of Property Occupant. An Occupant shall have the duties and responsibilities as prescribed in this code. No occupant shall be relieved from any such duty or responsibility nor be entitled to defend against any charge of violation thereof because the owner is also responsible therefor and in violation thereof.
   (c)    Intention. It is the intention of this code to create joint and severable liability upon the owner, occupant, lessee or agent thereof.
