The purpose of this chapter and the policy of the City is to establish standards for the licensing, regulation and control of computerized sweepstakes devices, computerized sweepstakes terminals and so-called computerized internet sweepstakes cafes; the premises upon which the terminals and devices are located and operated for the entertainment of the public; and the hours of operation thereof. The objectives of this chapter are to prevent safety and fire hazards, disturbances, disruption of pedestrian traffic, gambling and to provide adequate parking for the patrons within the City.
