1151.32 MUNICIPAL SPECIFICATIONS.
        (a)    All improvements to be dedicated to public use shall be constructed in accordance with the applicable municipal specifications.
     
   (b)   Private improvements shall be constructed in accordance with the applicable municipal specifications unless otherwise approved by Council.
