1139.27 PERFORMANCE STANDARDS.
   Every use shall comply with the following performance standards:
   (a)   Trash Receptacles. All solid waste products, including empty packing boxes, that result from a permitted principal, conditional, or accessory use shall be removed for disposal, stored in a building, or held for removal in a completely enclosed container. The building, container, or dumpster shall be located in a side or rear yard and shall comply with Schedule 1139.11 (Off-Street Parking Regulations) and shall be screened pursuant to Chapter 1159 (Landscaping and Land Use Buffers).
   (b)   Lighting. The placement, orientation, light distribution patterns and fixture types of outdoor lighting shall comply with Chapter 1147 (General Use Regulations).
   (c)   Enclosure. All uses and operations, except off-street parking and loading facilities, shall be performed within an enclosed building, unless otherwise specifically permitted.

   (d)   Outdoor Vending Machines. Outdoor vending machines, which dispense beverages, packaged food or other items, are permitted with the following conditions:
      (1)   No more than three (3) outdoor vending machines are permitted on the premises of the business.
      (2)   Outdoor vending machines are permitted in the "C-1" Restricted Business District, "C-3" Traditional Commercial District, "C-4" General Commercial District, and "I-WTTO" Industrial - Wireless Telecommunications Tower District.
      (3)   Outdoor vending machines shall abut a wall of the principle structure.
      (4)   Outdoor vending machines shall be located at least 20 feet from the public right-of-way.
      (5)   Outdoor vending machines placed on a sidewalk shall not block pedestrian access to or around the building.

   (e)   Underground Utility Lines. A new building shall have utility services including, but not limited to, electric, telephone, and cable TV installed underground.
   (f)   Noise and Emission. No land use or structure shall be used or occupied in a manner which creates dangerous or objectionable noise or emissions. A use shall comply with the noise and emission requirements of Chapter 1147 (General Use Regulations).
   (g)   Stormwater Detention/Retention Facilities. Storm water drainage detention and retention facilities that are visible from a public street shall be integrated into a landscaped area, which shall contain any combination of the following elements: shade and ornamental trees, evergreens, shrubbery, hedges, other plant materials and ornamental fencing.
