1137.01 GENERAL.
   (a)   Purpose. The Planned Residential District (PRD) regulations and requirements in Chapter 1137 provide the developer with an alternative to the standard major residential development project. The purpose of the PRD is to encourage imaginative, innovative and original development with site design concepts and benefits not otherwise available to the developer, the City or the residents under the standard requirements for a major residential development.
   (b)   Objectives. The intent of a PRD is to achieve the following objectives which may not be available if the standard development requirements are followed:
      (1)   General Objectives.
         A.   Provide a better living environment.
         B.   Provide for more economical development layouts.
         C.   Encourage more compact and efficient development that preserves significant open space for passive recreation and scenic purposes.
      (2)   Objectives Related to Land Use.
         A.   Provide flexible development standards that encourage preservation of environmentally sensitive sites, including wetland and unique habitats.
         B.   Provide flexible development regulations that avoid development that is incompatible with adjacent sites and uses.
         C.   Encourage preservation of the rural, small town character of the City.
         D.   Provide functional neighborhoods with adequate open space and passive recreational opportunities for their residents.
      (3)   Objectives Related to Housing
         A.   Encourage a variety of housing types and styles.
         B.   Enhance housing opportunities by encouraging construction of housing which is affordable to the City's residents.
      (4)   Objectives Related to Transportation
         A.   Minimize travel distances and energy consumption by integrating neighborhoods and community facilities into developing areas.
         B.   Encourage alternatives to motor vehicle travel by providing improvements for bicycles and pedestrians in developing areas.
      (5)   Objectives Related to Community Infrastructure and Utilities
         A.   Encourage development schemes that minimize roadway lengths to reduce maintenance and snow plowing.
         B.   Encourage developments that cluster uses and minimize the length of water, sewer and other utility lines.
         C.   Encourage development schemes that minimize impervious surfaces and maximize natural stormwater detention and percolation.
