The Multi-Family Residence District (R-4) and the regulations thereof are adopted to promote the following objectives:
(a) To regulate the size and location of dwellings to preserve privacy and allow for useable open space appropriate for the zoning district;
(b) To regulate the density and distribution of population consistent with the City of Chardon Comprehensive Plan and thereby avoid congestion and the overburdening of existing and proposed municipal facilities and public services;
(c) To create a zoning district which allows higher residential density;
(d) To facilitate the development of both attached single-family dwellings and multi-family dwellings in appropriate locations and stable and sustainable higher density neighborhoods through the adoption of appropriate development; and,
(e) To provide standard requirements and locations for high-density apartment development in areas where sufficient levels of municipal services and public utilities are available.
