(a) The City Engineer, as provided herein, shall be appointed by council, a minimum of five votes being necessary for the appointment, and shall serve at the pleasure of council. A vote of at least four members of council is necessary for removal. The City Engineer may be an individual or an organization which provides professional engineering services.
(b) The Council may appoint more than one individual or organization to serve as City Engineer and, in such case, said appointment shall be by separate ordinance authorizing a contract which specifies the professional services to be rendered, duties of each appointee and the fees for professional services.
(c) The City Engineer, if an individual, shall be registered as a professional engineer in the State of Ohio. If the City Engineer is an organization, it shall provide professional engineering services only through natural persons registered as professional engineers in the State of Ohio. The City Engineer shall comply with all Ohio Revised Code provisions which regulate registered professional engineers and organizations which provide professional engineering services within the state, as applicable.
