(a) Positions in the Civil Service of the City shall be classified in accordance with a classification plan established by Council.
(b) A "class specification" shall be prepared by the City Manager for each class setting forth the class title, typical duties and responsibilities, and the necessary qualifications. It shall set forth the factors and conditions which are essential characteristics of the class and also factors and conditions which separate it from other classes.
