The several terms herein specified whenever used in the administration of this chapter shall be construed as follows:
(a) "Commission" refers to the municipal Civil Service Commission of the City.
(b) "Civil Service" refers to and includes all full-time certified sworn personnel of the Police Department but does not refer to or include the Police Chief.
(c) "Unclassified service" shall include all municipal employees, except those persons specifically referred to in division (b) above.
(d) The "classified service" shall comprise only those persons specifically referred to in division (b) above.
(e) "Position classification" shall refer to the arrangement of positions into classes including grades. Positions shall be classified in accordance with the duties and responsibilities of the position.
(f) "Municipal service" shall include those positions in the classified service of the City.
(g) "Position" when used by itself shall refer to any specific office, employment or job calling for the performance of certain duties, either full-time or part-time, and for the exercise of certain responsibilities by one individual.
(h) "Appointing authority" refers to the City, the City Manager or his representative duly designated in writing, or the City Council.
(i) The term "employee" shall signify any person holding a position subject to appointment, removal, promotion or reduction in the classified service by the Director of Public Safety.
