(a) The Community Development Administrator shall issue a written notice and order to the owner, agent, tenant, occupant or operator of the building or land to correct conditions which violate the Code within a reasonable time. After the order is served or posted, only work to correct the violation or comply with the notice shall proceed on the building or premises.
(b) A notice of violation shall be served either by personal delivery or by certified mail, return receipt requested, to a responsible person at the last known address and posted conspicuously on the premises.
