137.02 PURPOSE, AMENDMENT OF AND ACCESS TO RULES.
   (a)   Purpose of Rules. It is the purpose of the personnel rules and regulations to give effect to the provisions of the Municipal Charter and of the Administrative Code by establishing standards and procedures.
 
   (b)   Amendment of Rules. The Manager shall prepare such amendments to these rules as may be deemed desirable and they shall be effective upon approval by Council by motion, ordinance or resolution. Such amendments shall be reported to Council in writing.
 
   (c)   Application of Rules. The present existing personnel rules and regulations shall continue in full force and effect, and such personnel rules and regulations as existing and hereafter amended shall bind all employees as contained in such personnel rules and regulations.
 
   (d)   Access to Rules. The personnel rules and regulations and amendments thereto shall be on file with the office of the City Manager, Finance Director and the Clerk of Council, and all employees shall be furnished a copy and have access to them during the course of normal business working hours.
