(a) A fee shall be levied for each user connection (whether direct or indirect) within the Wilson Mills Service Area (SW5).
(b) A "user connection", for which a fee is levied, is a connection to the sanitary sewer of a single family residence or single tenant building, a dwelling unit in a duplex or multiple family dwelling and each tenant space in a multiple tenant building.
