(a) The Director of Public Safety shall be the Head of the Department of Public Safety and shall be directly responsible to the Manager. The Director shall make and publish, with the approval of Council, written rules and regulations for the governing of the Police and Fire Prevention Departments, including the conduct and the discipline of the members thereof.
(b) The Department Heads shall perform all other duties as required by the Manager.
