127.01 POWERS AND DUTIES.
   The Municipal Manager shall have the following duties consistent with the Charter:
   (a)   Shall, at the regular meeting of Council each month, prepare a report on the status of the City, since his last previous report. The Manager shall also present, at the regular meeting in October, a Capital Improvement Program for a period covering at least the following three fiscal years. The plan shall detail projects such as water, sewer, street and recreational facilities, but shall not be limited to those subjects. The Manager shall further include in this plan, such subjects therein as he deems in the best interests of the City.

   (b)   Shall prepare the annual budget and appropriation resolution of the Municipality as required by law and shall represent the Municipality at all hearings on the budget.
   (c)   Shall have the power to retain consultants to advise the Manager on matters of Municipal business, with the consent of Council.
   (d)   Shall perform the duties under the laws of the State of Ohio and the directives of the Governor, and as the Director of the Disaster Services in the Municipality shall act as the Chief of Staff to the Mayor or Presiding Officer during a declared emergency within the Municipality. Only the Mayor or the Presiding Officer shall declare an emergency within the Municipality.
   (e)   Shall prepare all personnel rules and regulations for the Municipality, including, but not limited to, procedures for the hiring, firing and removal of all employees of the Municipality not inconsistent with the Charter and the laws of the State of Ohio and consistent with current management procedures and practices.
