111.08 SUCCESSION OF LEGISLATURE.
   (a)   In the event that the President-Mayor of Council is absent, disabled, or incapacitated, and the Vice President of Council is unable to assume the duties of President of Council and Acting Mayor, then in that event, first the Chairman of the Legislative Committee shall assume all power of the President-Mayor, and if he is unable, then the Chairman of the Public Safety Committee.
 
   (b)   Each person succeeding to the office of Acting President-Mayor shall possess, during such time, all power vested in such office that exists by ordinance, charter and statute
 
   (c)   The Acting President-Mayor shall serve in that capacity until a person with higher priority succession rights, as named herein, shall return and be capable of functioning in such office
