(a) Where there is a conflict between a general requirement and a specific requirement the specific requirement shall prevail.
(b) Where there is a direct conflict between requirements the affected party shall apply, in writing, to the Fire Prevention Officer for a decision on which requirement shall prevail. The Fire Prevention Officer shall render a decision pursuant to Section 1501.03 within a reasonable length of time.
