(a) The City Manager shall transmit the application to the City Engineer for review and approval before issuing the permit. Five copies of the application shall be submitted to the City Engineer. The City Engineer shall transmit his approval, recommendations or rejection of the application to the City Manager in writing.
(b) The City Manager shall cause inspections to be made of the project while the project is under construction. The City Engineer shall inspect the project to insure conformity of such construction with the approved site development plan as prepared in the application. The applicant shall be responsible for adhering to the plan unless the plan is amended in writing and agreed to by the applicant, the Manager and the City Engineer. A permit shall not be issued until all requirements of the City Manager have been met.
