The purple of this chapter is to insure that any person, firm, corporation or owner of any lot or parcel of land within the City which is zoned industrial, commercial or Residential R-3 or R-4 District, who is changing the existing grade of a lot or parcel of land for any purpose including excavation, or who is altering or redirecting a drainage course, does not cause any grading or drainage problems on their lot or parcel of land or any ad3oining lot or parcel of land.
