Upon a determination by Council that conditions of annexations are necessary, Council shall set such conditions and thereafter shall cause such conditions together with the legal description of the land annexed, subject to the conditions, to be published for six consecutive weeks in a newspaper of general circulation within the City. Thereafter, the publication and a copy of such conditions shall be kept on file with the Clerk of Council as and constituting a public record.
