The conditions referred to in Section 105.01 hereof may require the property owner or owners to provide, upon the land to be annexed or after annexation, central sewage, water and waste water facilities and all appurtenances thereto to be built at no cost to the City and constructed under specifications as set forth by the City. Further, the City may require that, upon construction of same, the owner or owners shall deed or publicly dedicate the same to the City to assure proper maintenance and control thereafter. Council may adopt further conditions relating to sewage, water and waste water facilities as it, in its discretion, may deem necessary.
