The Manager shall be the contracting officer of the Municipality and shall award and execute contracts and agreements on behalf of the Municipality in the manner and under the procedures adopted by the Council and enacted by ordinance.
Any expenditure which exceeds two times the amount specified by the laws of the State of Ohio for which expenditure may be made without competitive bidding shall be competitively bid and awarded by the Council pursuant to notice and advertising provisions and other procedures for competitive bidding adopted by Council and enacted by ordinance.
