During the month of January 1983, and at least every five (5) years thereafter, Council shall appoint a committee of eleven (11) qualified electors of the Municipality to constitute a Charter Review Committee. The Committee shall review the Charter and propose for adoption not less than ninety (90) days prior to the next November election, any alterations, revisions or amendments which the Committee deems advisable. Council shall* submit all such proposals to the electorate for adoption at the next November election. Each such Charter Review Committee shall cease to function on the day of the next November election, following its appointment. Council shall provide for the payment of its reasonable expenses.
* "Shall" must be legally interpreted as "may" as Article 18, Section 9, of the Constitution of the State of Ohio does not permit mandatory submission except by referendum.
