Each board and commission shall adopt its own rules and regulations including the manner of selection of a chairperson, removal of members, and its method of procedure, except as may be otherwise provided by Council or the laws of the State of Ohio. All meetings of boards and commissions shall be open to the public, except executive sessions shall be permitted in accordance with the laws of the State of Ohio. The Manager shall be ex-officio member of all boards and commissions, but shall have no vote thereon. He/she shall make such recommendations as he/she deems advisable to Council for providing funds for the necessary expense of boards and commissions.
