The Police Department shall consist of a Chief of Police and such other officers, patrolmen and personnel as the Director of Public Safety shall deem advisable. The Director of Public Safety shall appoint the Chief of Police and all officers, patrolmen and personnel of the Police Department. If the Manager is not appointed to serve as Director of Public Safety, then the Chief of Police and all officers, patrolmen and personnel shall be appointed by the Director of Public Safety, subject to approval by the Manager. All appointments shall comply with the civil service requirements of the Charter and Codified Ordinances.
