The Finance Director shall be the head of the Finance Department and shall keep an accurate account of all taxes and assessments of all moneys due to and all receipts and disbursements by the Municipality, of all assets and liabilities of the Municipality, and all appropriations made by the Council. He/she shall examine and approve, if in proper form and appropriation has been made all payrolls, bills and other claims, and prepare and sign all warrants. He/she shall assist the Council and City Manager in the preparation of estimates, budgets and appropriations. He/she shall collect, keep and preserve the moneys of the Municipality in such manner and in such place or places as the Council shall determine, receive and disburse all other public moneys coming into his/her hands as Finance Director In pursuance of such regulations as may be prescribed by the authorities having lawful control over such funds, and perform all other duties required by this Charter, or by any ordinance or resolution of the Council, or by the general laws of the State of Ohio not inconsistent herewith.
