945.10 RULES AND REGULATIONS OF AUTHORITY.
   The Park and Recreation Board shall adopt all other rules and regulations for the conduct of all business within its jurisdiction, including the operation and maintenance of parks and recreation areas. To the extent practicable, the parks and recreation areas shall, except in emergencies or where construction or any other condition would, in the judgment of the Board, result in hazards to health or safety, be open for use and enjoyment every day during the year as determined by Council; provided, further, however, that in regulating the use of the parks and recreational areas and the facilities thereof, the Board shall, to the extent practicable, give a preference or priority in such use to resident children 15 years of age and under.
