The Park and Recreation Board shall recommend for approval by Council the development, construction, equipping and maintenance and operation of recreation areas and parks. The Park and Recreation Board shall exercise those powers conferred upon such a Board under R.C. §§ 755.12 through 755.18, inclusive, and which are not inconsistent with the Charter and codified ordinances; the deed from the Chardon Board of Education; or conditions and restrictions of any donor or his or her appointee, heirs, executors or successors.
