Each recreation area and park shall be developed, constructed and equipped generally in accordance with plans adopted and approved by Council. Any change in the development plan for a park or recreational area other than minor changes or revisions not inconsistent with the approved plan shall be subject to the approval of Council and, to the extent that a donation is conditioned on such plan, by the approval of any such donor or his appointee, heirs, executors or successors.
