The Recreation Board is hereby authorized to recommend child and adult educational and physical programs and the fee and charge for each program. All programs shall be approved by the City Manager. Fees and charges less than three hundred dollars ($300.00) shall be fixed by the City Manager. Recommended fees and charges of more than three hundred dollars ($300.00) shall by motion be approved by four or more members of Council. This cap on program fees and charges shall not apply to situations where the fees and charges exceed the three hundred dollar ($300.00) cap simply because a group fee may exceed three hundred dollars ($300.00). For example, if a group fee for four to six (4-6) family/friends is four hundred dollars ($400.00), it will be considered as one hundred dollars ($100.00)/individual.
Council recognizes that the costs of running specific programs may increase with time. Accordingly, once Council has approved a fee or charge in excess of three hundred dollars ($300.00), then the City Manager is authorized to continue to operate the program in the future without having to obtain Council's approval again until the increased fee or charge exceeds twenty percent (20%) of the program fee.
