The Service Committee of Council shall have general policy making, planning and administrative power and may adopt rules, regulations and policies, subject to approval by Council. The Service Committee shall make such recommendations and reports to the City Manager, Council, Planning Commission and other officers, departments, divisions, boards and commissions as it deems advisable.
