931.04 FUNDING.

It is the intention of Council that funding for acquisition and construction for the Electric Utility Division shall be derived from revenue bonds authorized and issued by the City pursuant to Article XVIII, Section 12 of the Ohio Constitution, unless otherwise approved by the City Council in accordance with Ohio law.
