No person shall put, throw, discharge or permit into any storm sewer or connection thereto any heavy substance, rags, waste, clothes, garbage, gasoline waste from garages, gasoline, sand, gravel, marble or emery dust, cinders, ashes, sticks or any other substance or material that might settle in or clog such storm sewer or connection, or create a hazard.
