No person shall injure, break, remove, obstruct, restrict, divert or otherwise damage or tamper with any manhole, inlet, cover, pipe or any other part of any Municipal sewer except for the purpose of making repairs, connection, or other authorized work in accordance with the provisions of this chapter.
