When storm sewers which are to be dedicated to public use are not located within a dedicated street right of way then a dedicated easement, or right of way shall be provided by the developer for the purpose of operating and maintaining the sewer lines. The easement or right of way shall be a minimum of twenty feet in width unless a greater width is required by the Approving Authority. The storm sewer center line shall be located five feet inside the edge of the easement.
