(a) The City Manager shall establish rules and regulations as he deems necessary for the safe, economical and efficient management and protection of the municipal storm sewer system.
(b) Such rules and regulations shall be based upon accepted engineering standards and practices where applicable. The rules and regulations shall have the same force and effect as ordinances when not repugnant thereto or to state law.
(c) The manager may amend, alter, or add to the rules and regulations as he may from time to time deem necessary.
(d) The aforesaid rules and regulations shall be enforced by the City Manager or his designated representative.
