The Council shall hold an organizational meeting immediately preceding the first special or regular Council meeting in January of even numbered years, which shall be the first Council meeting of the year. After its organization meeting the Council shall meet regularly at such times as may be prescribed by its rules, but not less frequently than once each month. All meetings of the Council shall be open to the public, except executive sessions shall be permitted in accordance with the laws of the State of Ohio.
