The owner of any non-residential property served by a sanitary sewer shall install a suitable control manhole in the sanitary sewer lateral, at a location approved by the Authority having jurisdiction, to facilitate observation, sampling and measurement of wastes. Such a manhole shall be accessible and safely located and shall be constructed in accordance with Municipal specifications for sanitary sewer manholes. The manhole shall be installed by the owner at his expense, and shall be maintained by him so as to be safe and accessible at all times.
