(a) The Municipality, through it's Manager, shall have the right to contract with any person or industry for sewerage service, including waste of unusual strength or character, subject to the rates and provisions set forth in this Chapter 923
(Sanitary Sewer Charges) and any limitations on strength of sewage and other provisions of such Industrial Waste Discharges Regulation as may be adopted by Council.

(b) The Manager shall determine which sampling tests (B.O.D., etc.), are representative of actual wastewater loading and specify the type and frequency of analysis necessary for monitoring discharges and billing purposes.
