925.14 RULES AND REGULATIONS.

The Manager shall make and enforce such rules and regulations as he deems necessary for the enforcement of the provisions of this chapter, the safe, economical and efficient management and protection of the system, and for the proper determination and collection of sewer charges. Such rules and regulations shall have the same force and effect as ordinances when not repugnant thereto or to State laws.
