(a) There is hereby levied and assessed upon each lot, parcel of land or premises outside the corporate limits of the Municipality and having any active sewer connection with the sanitary sewerage system of the Municipality, or otherwise discharging sewerage, industrial waste, water or other liquids, either directly or indirectly into such system or any part thereof, a service charge and surcharge payable as provided in this chapter and in the amount determinable as follows.
(b) The rate to be charged users outside the corporate limits shall be the rates as are set forth in § 923.172
plus an additional 20% charge thereon. This rate shall only apply to users now being served outside the municipal boundaries of the City of Chardon. No other sewer service shall be provided, nor service enlarged, to any persons not within said municipal boundaries.
(c) The charges set above shall be billed monthly and charged to the property owner.
