923.13 DECLARATION OF NECESSITY.

It is hereby determined and declared to be necessary to the protection of the public health, safety and welfare of the Municipality to establish and collect sewer service charges upon all lots, lands and premises served by connection with the sanitary sewerage system, as hereinafter provided.
