Each water charge levied pursuant to this chapter is made a lien upon the corresponding lot, parcel of land, building or premises, which is served by a connection to the water system of the municipality. If the account is delinquent for more than thirty days, the Finance Director may certify such amount due to the County Auditor, at which time the lien shall vest.
