When the provisions of Chapter 927 (Water Regulations) require that certain work be done by the Municipality, the applicant for water service shall be charged for said work. The charge shall be equal to the Municipality's total cost for all labor, material and equipment usage to do the required work plus thirty percent (30%) of said total costs.
