Amendments to these regulations may be initiated by the Authorities having jurisdiction or Council. If initiated by an Authority having jurisdiction, then they shall first be subject to review by such committees and/or consultants as is required by policy of Council. Amendments shall be subject to such public hearings as may be necessary to conform to applicable requirements of R.C. § 711.101. If the amendment is approved by Council then an amending ordinance may be adopted by a majority vote thereof.
