The Authority having jurisdiction may adopt, subject to the approval of Council, such rules and regulations as may be necessary and appropriate for the effective administration and enforcement of the Public Utilities Code. Said rules and regulations shall have the same force and effect as ordinances when not repugnant thereto or to State law.
