It is intended that the provisions of these regulations shall be to achieve the following objectives.
(a) Provide an appropriate and accessible system of public utilities for the community.
(b) Insure adequate and economical provisions for utility services in order to conserve the public funds.
(c) Provide for the development and expansion of the public utility systems to support current service requirements and desirable community growth.
(d) Eliminate sewage and other waste disposal practices which may cause environmental degradation or which threaten public health and welfare.
