These regulations, rules and standards for the planning, design, construction, operation and maintenance of Municipal utilities (including, but not limited to, the water supply system, sanitary sewerage system, storm sewer system and any private service, system or facility connected thereto) and further including procedures to be followed in the application and administration of these regulation, and the penalties for any violation thereof, shall be known, cited and referred to as the Public Utilities Code (codified as Title Three of this Part Nine - Streets, Utilities and Public Service Code).
