As directed by resolution of Council, if sidewalks are not constructed within thirty days or repaired within fifteen days after notice to do so is served upon abutting land owners as provided by law, Council may cause such work to be done at the expense of the owner.
(a) The cost shall be reported to such owner and shall constitute a lien on the property abutting such sidewalks from the date it is so reported to the owner. Costs shall be paid to the Finance Director.
(b) If such cost is not paid within ten days from the time it was reported to such owner, the Finance Director shall certify the amount due to the County Auditor, who shall place it on the tax duplicate, along with the interest and penalties provide for by law, and shall cause such cost and penalties to be collected in the same manner as other Municipal taxes are collected.
