901.59 PERMANENT DEAD END STREETS.
   When permanent dead end streets are permitted they shall be terminated with a circle turn- around, or modification thereof, conforming to the following requirements. Emergency accessways may be required by the Approving Authority.
   (a)   The turn-around area shall be of such configuration, size and pavement specification so as to adequately handle the expected traffic flow and types of vehicles which may utilize the area; the proposed configuration and dimensions shall be subject to approval by the Municipal Engineer and the Authority having jurisdiction.
   (b)   When, in the opinion of the Municipal Engineer, the expected traffic conditions and vehicle types are conducive to its use the minimum standards for a cul-de-sac shall be as follows.
      (1)   The right of way radius shall be seventy-five (75) feet; the outer edge of pavement radius shall be fifty-five (55) feet; the center portion of the cul-de-sac shall be paved. The pavement specification shall conform the applicable section of these regulations.
      (2)   When an inner portion of the cul-de-sac is to be landscaped, these dimensions shall be increased accordingly. The pavement width shall conform to the applicable requirements of these regulations based on the function of the street being terminated. Landscaped, or open center configurations shall not be accepted on streets to be dedicated to public use or on temporary cul-de-sacs.
