(a) Where sanitary sewers, storm sewers or water lines are not in existence, the same shall be provided and installed, in accordance with the requirements of the Public Service Code, prior to the construction of curbs, base or pavement.
(b) When municipal utilities are in existence, manholes, valves boxes and other surface appurtenances shall be brought to the grade line of the finished road.
(c) Any work involving Municipal utilities shall be in accordance with the applicable municipal regulations, standards and specifications.
